Such farm bureaus as are on a sound financial condition are hereby authorized to make short-term loans to other bureaus in need of such loans, provided said loans are secured in some way and are to be used for the ends and purposes for which the farm bureaus have been created.
Said loans shall be transacted through the board of directors of the farm bureaus, subject to the approval of the Secretary.
