The Secretary of Agriculture of Puerto Rico, or his representative, may cause to be examined in the pathological veterinary laboratory of the Department of Agriculture of Puerto Rico, or in any other adequate laboratory, any biological product sold or offered for sale, held, stored, handled, or transported in the Commonwealth of Puerto Rico, and it shall be the duty of any natural or artificial person performing any such activity with regard to a biological product, to allow such examination. If, as a result thereof, the biological product were found in any of the conditions specified in § 822 of this title, or where, without the need for an examination, such condition could be established, the Secretary of Agriculture of Puerto Rico, or his representative shall notify the pertinent determination to the owner of the biological product or to the person holding, storing, handling or transporting same, through a writing stating that the biological product must be destroyed under the supervision of said official or his representative, as well as the term provided in §§ 821—828 of this title to appeal from such determination. The said writing shall be signed by said official or his representative and shall bear the official seal of the Department of Agriculture of Puerto Rico. On and after such notification, the biological product shall be placed, were it not already placed, under the custody of its owner or the person storing it, and it shall be automatically withheld in the possession of any of them, unless the owner shall choose to destroy the same under the supervision of the Secretary of Agriculture of Puerto Rico or his representative. If within the term of fifteen (15) days, counting from the receipt date of such determination, the owner of the biological product or the person affected by such determination does not institute the proceedings referred to in § 826 of this title, the biological product shall be destroyed by the Secretary of Agriculture of Puerto Rico or his representative without any compensation whatsoever.
