The delivery of livestock by the Marshal to the highest bidder, as provided in § 750 of this title, shall vest in such bidder, upon payment in cash of the full amount of his bid, full and absolute title of ownership to said livestock free of all liens and claims of any kind whatsoever, except liens for unpaid taxes of registered mortgages on such livestock.
