It shall be the duty of every person owning or having possession of animals in Puerto Rico, upon receiving notice in writing so to do, to present such animals at the time and place specified in the notice for inspection by the veterinary inspectors or other employees attached to the Department of Health. Every person failing to comply with this provision and every person who refuses to admit, or who obstructs or impedes an inspector or other officer acting in the performance of his duties in enforcing the provisions of §§ 661—694 of this title, or of any order or regulation issued thereunder, and every person who aids and abets such person in so obstructing or impeding an inspector or other officer, shall be deemed guilty of a misdemeanor and shall be liable, upon conviction thereof, to a fine of not exceeding one hundred dollars ($100).
