Every company, and every person, transporting for hire animals to or in Puerto Rico shall thoroughly clean and disinfect, in such manner as the Secretary of Health may from time to time direct, all vessels, boats, pens, carriages, trucks, horse boxes or other vehicles used by such company or person for the carrying of animals, and the Secretary of Health may cause any such vehicle to be detained at such place as to him seems proper until is is so cleaned and disinfected.
If the company or person using such vessel, boat, carriage, truck, horse boxes or other vehicle for the carrying of animals fails to cause the same to be cleaned and disinfected, after being notified so to do, within such time as the Secretary of Health directs, the Secretary may cause the same to be cleaned and disinfected at the expense of such company or person, and such expense or cost may be recovered in any court of competent jurisdiction.
