Whenever by virtue of the provisions of §§ 613—613n of this title the Secretary declares any quarantine with respect to any orchard, nursery for propagation, farm, region or place in Puerto Rico, or with respect to any state, territory or district of the United States, or foreign country, because of the existence of any harmful plant pest in such places, it shall be illegal for any person, while this quarantine is in force, to introduce, move, sell or otherwise dispose of in Puerto Rico any plant, plant product, goods or thing covered by the provisions of such quarantine, except under the regulation that the Secretary may prescribe.
