It is hereby prohibited to introduce into Puerto Rico, from any place abroad, soil, earth, sand or any similar material, unless by permit granted by the Secretary and in accordance with the conditions he may prescribe.
The Secretary may refuse to issue a permit or may suspend a permit he has issued to introduce any of the above mentioned materials when such introduction may involve any risk of propagation of plant pests in Puerto Rico.
