The Secretary may cancel all registrations of commercial feeds in behalf of a person who fails to render within the term specified by §§ 554—565 of this title the quarterly affidavits in respect to each commercial feed so registered in his behalf and distributed in Puerto Rico, or who defaults in the payment of the corresponding inspection fees within said term, or who makes a false statement as to the number of tons of each commercial feed distributed during the corresponding quarter, or when the Secretary shall find any such commercial feed is distributed in violation of any of the provisions of §§ 554—565 of this title or of the regulations promulgated hereunder.
