The supervisors shall have access to any lands within the district to determine whether land-use regulations are being observed. Violation of any such regulation shall be a misdemeanor, punishable by a fine of not less than twenty-five dollars ($25), or more than one hundred dollars ($100). The supervisors shall make a detailed report to the Committee of any violation before filing complaint against the transgressor.
