After holding the duly announced hearings, the Inspector shall prepare, approve, amend and repeal rules and regulations to comply with the provisions of this chapter. Any rule or regulation issued by the Inspector shall have the force of law thirty (30) days after having been circulated among the cooperatives it intends to govern.
