Any natural or juridical person that operates a higher education institution in Puerto Rico without due authorization, or offers educational programs not covered by the license, shall incur an administrative fault and shall be subject to the payment of a minimum fine of five thousand dollars ($5,000) and a maximum fine of ten thousand dollars ($10,000); subsequent infractions shall be penalized with a minimum fine of five thousand dollars ($5,000) and a maximum of fifteen thousand dollars ($15,000).
