(a) It is hereby decreed that it is the public policy of the Commonwealth of Puerto Rico, to protect and preserve the Botanical Garden of the University of Puerto Rico as a center for scientific research, study and conservation of both the Puerto Rican flora and the exotic plants incorporated thereto, including endangered species.
(b) The Botanical Garden shall be constituted by all the lands comprising the Agricultural Experimental Station of Río Piedras. These lands shall be conserved by the University of Puerto Rico, with the purpose of furthering the development of said Botanical Garden for educational, research, and passive recreation purposes, and shall not be alienated or be used by the University of Puerto Rico or by any other public or private entity for any other ends or purposes.
(c) The lands of the Botanical Garden shall be in custody of the Presidency of the University of Puerto Rico, which may yield its administration to any autonomous entity or unit of the University, which shall oversee the development of said Botanical Garden for educational, research, and passive recreation purposes.
