The Committee is hereby authorized to appoint and fix the compensation of personnel necessary to carry out its functions without being subject to laws and regulations relative to personnel of the Commonwealth, except with regard to the contribution to Federal Social Security; but every employee or officer of the Commonwealth subject to said laws or regulations of personnel working for the Committee shall retain his/her status as such public officer or employee with the rights and privileges as might correspond [thereto].
