§ 162. Committee—Creation and composition

With the purpose of studying and making recommendations on the measures of guaranteed personal income as a solution to the problem of poverty in harmony with numbers (1) and (3) of the fourth Whereas of this resolution [this chapter], there is hereby created a Committee of thirteen (13) members to be composed of three (3) senators and three (3) representatives, appointed by the President and Speaker of the Legislature; the Economic Development Administrator, the Chairman of the Planning Board, the Secretary of Labor, the Secretary of the Treasury, the Secretary of Education and two (2) private citizens appointed by the Governor of Puerto Rico. The Chairman of the Committee shall be elected by vote among the members of the Committee. The presence of seven (7) or more members of the Committee shall constitute a quorum and the agreements or resolutions of said Committee shall be adopted by a majority of those present. The Committee shall study the measures of the guaranteed income as a solution to the poverty problem in all its aspects. But in particular it shall make determinations on the following:

(a) What income shall be considered as poverty income in Puerto Rico.

(b) What resources can we rely on to carry out this public policy in the shortest number of years.

(c) In what manner shall the system of guaranteed personal income in Puerto Rico be organized.

(d) What effects should a guaranteed personal income have on the different programs which at present are in operation to handle poverty problems, such as public welfare, payments for unemployment, work for the unemployed, social security, compensation and others.

(e) How should the system be adapted to the federal aids received in Puerto Rico with regard to the poverty problems.

(f) The effect that the organization of a system of guaranteed personal income may have with regard to our populational problems and in particular on the immigration from Puerto Rico to the United States and from the United States to Puerto Rico.
