§ 85. Powers and duties

The Family and Children’s Administration is hereby empowered to create and develop pilot safe centers for boys and girls in existing local facilities in order for boys and girls who are abused, or those whose parents are in the process of being divorced, or are already divorced and cannot agree as to where to pick them up or return them, can have an adequate place to pick them up and return them, and even visit them in said facilities when they have restricted visiting orders.

The Family and Children’s Administration shall promulgate requests for proposals by existing local nonprofit and non-governmental organizations, with the purpose of using existing local facilities as pilot safe centers for boys and girls.

At least one of these pilot projects shall be established in the Metropolitan Area, and at least one of the projects shall be established outside of the area, which is needed to establish the largest possible number of safe centers, and place them in such a manner to achieve the largest possible geographic distribution throughout Puerto Rico.

The Director of the Family and Children’s Administration shall regulate, supervise, inspect and evaluate the operation of the safe centers for boys and girls, and present an annual report with recommendations to the Legislature, on or before the first day of the month of June of each fiscal year.
