The Executive Committee shall create procedures for its internal operation and works.
The Executive Committee shall establish the parameters, concepts and regulations for the operation of the program which shall include, but not be limited to, the following areas: definition of services, eligibility criteria and requirements, service provider criteria, processes to educate families and consumers, criteria for the use of vouchers, disbursements of appropriated funds, penalties for non-compliance or misuse of assigned vouchers, a chart of benefits and monitoring processes to ensure effective compliance of what is provided in this chapter.
The Executive Committee shall establish the parameters and design the guidelines for the evaluation of the services provided pursuant to this chapter. The operation and works of the [Demonstration] Project shall be specifically evaluated.
The Executive Committee shall render a report, through the Overseeing Agency, to the Legislature after a year has elapsed upon the approval of this act. The report shall include all the actions taken by the Committee in compliance with what is set forth in this chapter.
