The promotion of the protection, strengthening, and development of Puerto Rican Families is declared as the public policy of the Commonwealth of Puerto Rico. The Government must be able to rely upon an organism that is able to devise and develop an adequate comprehensive public policy in behalf of the Puerto Rican family. It is hereby set forth that the Board is the organism responsible for advising and coordinating the implementation of the public policy for the protection, stability, and development of all types of family institutions. In addition, the Board, as part of the public policy, must strengthen the unity of said families and develop economic and social autonomy of the Puerto Rican family. For such reasons, all government actions that may have a significant impact upon families must be evaluated by the Board.
