§ 581. Purpose

This Legislative Assembly recognizes the need for an intervention in the lives of delinquent youths to provide them with the necessary tools and enable them to lead a productive life. It also recognizes the importance of providing family-oriented services, and assistance to the family of a delinquent youth, so that they are able to identify dangerous and wrongful behavior, as well as to provide them with the tools to correct the same. A pilot program is hereby established to treat youth at risk of becoming delinquents and their families through the use of evidence-based practices that have proven successful in significantly reducing recidivism.

As part of its responsibility of facilitating the reentry of minors to the community at large and their reintegration into their families, the Juvenile Institutions Administration is hereby directed to establish and maintain a pilot program whose purpose shall be to provide services based on the functional family therapy intervention model for high-risk youth and their families, as provided for in this chapter.
