The Secretary is the official responsible for the faithful compliance of the public policy set forth in this chapter in order to handle in an integral and efficient manner, those matters related to the legal obligation to provide child support. The Secretary shall have the following powers and functions:
(a) Advise the Governor of Puerto Rico and make the corresponding recommendations to the Legislature in the drafting of its public policy on responsible parenthood.
(b) Review, approve and submit to the federal government the state plan on child support services, as well as to carry out the obligations imposed in this chapter.
(c) Supervise, evaluate, audit and watch over the implementation of the public policy set forth in this chapter.
(d) Approve the internal organization of the Administration.
(e) Approve the personnel system and the administrative and operational support systems of the Administration.
(f) Establish the norms, criteria and mechanisms to coordinate the administrative and operational functions of the Administration with other components of the Department.
(g) Provide for the organization of the rendering of the Administration’s services at different levels in coordination with other components of the Department.
(h) Supervise, evaluate and audit the functioning and operations of the Administration.
(i) Require all those reports it deems pertinent to fulfill its responsibilities.
(j) Carry out any other actions that are necessary and convenient for the attainment of the purposes of this chapter.
