Every licensee or applicant for a license to operate an establishment for the care of the elderly shall have the right to appeal before the Reconsideration Board the Department’s decision cancelling, suspending or denying a license before the Board of Appeals of the Department of the Family, within the term provided by § 2165 of Title 3, the Puerto Rico Uniform Administrative Procedures Act.
