Besides the powers inherent in the office of presiding officer of a Commission, the Chairman shall have the following powers:
(a) He shall appoint the Executive Secretary, who shall direct and supervise the technical and administrative work of the Commission. He shall also appoint all necessary personnel, which shall not be subject to the provisions of Act No. 345 of May 12, 1947, as amended, known as the “Personnel Act”.
(b) He may contract for the specialized services of private persons and organizations and public agencies or instrumentalities, and officers and employees of the Commonwealth outside their working hours, paying them the proper compensation, without [being subject] to the provisions of § 551 of Title 3 or any other law to the contrary.
(c) All those powers granted to the Commission and which the latter may deem fit to delegate to him by resolution to that effect.
