§ 4. Public Welfare Board

A Public Welfare Board is hereby created, which shall consist of the Secretary of the Family, ex-officio, and six (6) persons appointed by the Governor by and with the advice and consent of the Senate of Puerto Rico. The Governor shall designate one of these persons to preside over the Board. Appointments shall be made on the basis of recognized interest in and knowledge of the field of public welfare. The members shall be appointed for terms of four (4) years; Provided, however, That of the first six (6) members appointed, two (2) shall be appointed for two (2) years; two (2) for three (3) years and two (2) for four (4) years. Appointments to fill vacancies shall be for the unexpired term.

The Chairman of the Board shall call a meeting within ten (10) days after the members of the Board have taken the oath of office. At the first meeting the Board shall determine its organization and shall make rules and regulations for its functioning. The members of the Board shall receive no compensation except per diems and traveling expenses.
