The Comptroller may, upon 10 days' notice to the licensee, by United States mail directed to the licensee at the address set forth in the license, stating the contemplated action and, in general, the grounds therefor, and upon reasonable opportunity to be heard prior to such action, revoke any license issued hereunder if he finds that:
(a) The licensee has failed to make the annual report or to maintain in effect the required bond or to comply with an order, decision, or finding of the Comptroller made pursuant to this Act; or that(b) The licensee has violated any provision of this Act or any regulation or direction made by the Comptroller under this Act; or that(c) Any fact or condition exists which would constitute grounds for denying an application for a new license.
