Section 230 ILCS 5/1.3 - Legislative findings(a) The General Assembly finds that the Illinois gaming industry is a single industry consisting of horse racing and riverboat gambling. Reports issued by the Economic and Fiscal Commission (now Commission on Government Forecasting and Accountability) in 1992, 1994, and 1998 have found that horse racing and riverboat gambling: (1) "share many of the same characteristics" and are "more alike than different"; (3) have similar odds of winning; (4) occur in similar settings; and (5) compete with each other for limited gaming dollars. (b) The General Assembly declares it to be the public policy of this State to ensure the viability of both horse racing and riverboat aspects of the Illinois gaming industry.Amended by P.A. 095-0331,§ 780, eff. 8/21/2007.Amended by P.A. 093-1067, § 125, eff. 1/15/2005.
