Section 50 ILCS 750/17.5 - (Section scheduled to be repealed on 12/31/2025) Statewide 9-1-1 Call Directory(a) The General Assembly finds the following: (1) Some 9-1-1 systems throughout this State do not have a procedure in place to manually transfer 9-1-1 calls originating within one 9-1-1 system's jurisdiction, but which should properly be answered and dispatched by another 9-1-1 system, to the appropriate 9-1-1 system for answering and dispatch of first responders.(2) On January 1, 2016, the General Assembly gave oversight authority of 9-1-1 systems to the Illinois State Police.(3) Since that date, the Illinois State Police has authorized individual 9-1-1 systems in counties and municipalities to implement and upgrade 9-1-1 systems throughout the State.(b) The Illinois State Police shall prepare a directory of all authorized 9-1-1 systems in the State. The directory shall include an emergency 24/7 10-digit telephone number for all primary public safety answering points located in each 9-1-1 system to which 9-1-1 calls from another jurisdiction can be transferred. This directory shall be made available to each 9-1-1 authority for its use in establishing standard operating procedures regarding calls outside its 9-1-1 jurisdiction.(c) Each 9-1-1 system shall provide the Illinois State Police with the following information:(1) The name of the PSAP, a list of every participating agency, and the county the PSAP is in, including college and university public safety entities.(2) The 24/7 10-digit emergency telephone number for the dispatch agency to which 9-1-1 calls originating in another 9-1-1 jurisdiction can be transferred to exchange information. The emergency telephone number must be a direct line that is not answered by an automated system but rather is answered by a person. Each 9-1-1 system shall provide the Illinois State Police with any changes to the participating agencies and this number immediately upon the change occurring. Each 9-1-1 system shall provide the PSAP information and the 24/7 10-digit emergency telephone number within 30 days of June 3, 2021 (the effective date of Public Act 102-9) .(3) The standard operating procedure describing the manner in which the 9-1-1 system will transfer 9-1-1 calls originating within its jurisdiction, but which should properly be answered and dispatched by another 9-1-1 system, to the appropriate 9-1-1 system. Each 9-1-1 system shall provide the standard operating procedures to the Manager of the Illinois State Police's 9-1-1 Program within 180 days after July 1, 2017 (the effective date of Public Act 100-20) .(d) Unless exigent circumstances dictate otherwise, each 9-1-1 system's public safety telecommunicators shall be responsible for remaining on the line with the caller when a 9-1-1 call originates within its jurisdiction to ensure the 9-1-1 call is transferred to the appropriate authorized entity for answer and dispatch until a public safety telecommunicator is on the line and confirms jurisdiction for the call.Amended by P.A. 102-0813,§ 285, eff. 5/13/2022.Amended by P.A. 102-0538,§ 415, eff. 8/20/2021.Amended by P.A. 102-0009,§ 10, eff. 6/3/2021.Added by P.A. 100-0020,§ 15, eff. 7/6/2017.
