It is declared to be the public policy of this State, and the General Assembly determines, that it is in the best interest of the people of this State to expend the least amount of funds possible on the purchase of furniture.
Agencies that desire to purchase new furniture shall first check with the administrator if any of the surplus furniture under the administrator's control can be used in place of new furniture. If an agency finds that it is unable to use the surplus property, the agency may proceed with the new furniture purchase. The agency shall file annually, not later than January 31 of the next year, a report with the administrator specifying the types of new furniture purchased , the quantities of each type of new furniture, the cost per type, and the total cost per category. The report shall also clearly state why the furniture was purchased new as opposed to obtained from the administrator's surplus. The reports shall be made available by the administrator for public inspection and copying.
This Section applies only to the purchase of an item of furniture with a purchase price of $1,500 or more.
