Section 20 ILCS 1115/2 - Legislative Declaration(a) The General Assembly finds: (i) that the shortages in energy seriously endanger the public health and welfare;(ii) that it is desirable to establish State and local programs for conserving energy and to cooperate fully with other States and with the United States in saving energy;(iii) that it is desirable for the State Government to manage its own activities so as to minimize its energy use, and to encourage and assist local governments and citizens to adopt and implement energy saving programs to reduce energy use;(iv) that it is the obligation of municipalities and counties to adopt thermal and lighting efficiency standards;(v) that adoption of thermal and lighting efficiency standards will result in substantial savings to building owners and will conserve energy for essential use; and(vi) that procedures for energy efficient procurement practices by governments will conserve energy.(b) It is the purpose of this Act to establish State programs to conserve energy, and to assure that the State of Illinois has energy supplies for future generations.
