All certificates, licenses, and authorities shall be issued by the Department in the name of the Department, with the seal of the Department attached. Beginning July 1, 2024, the Department shall supplement all paper-based certificates and licenses with a digitally verified electronic credential. The Department may use a third-party electronic credential system. Such electronic credential system shall include a verification system that is operated by the electronic credential agency or its agent on its behalf for the purpose of verifying the authenticity and validity of electronic credentials. As used in this Section, "electronic credential" means an electronic method based on an auditable digital platform by which a person may display or transmit to another person information that instantly verifies information about a person, such as the person's licensure, program completion, and verified skills and competencies.
