It shall be a violation of this Article for any person:
(1) To distribute an unregistered soil additive;(2) To distribute an unlabeled soil additive;(3) To distribute a misbranded soil additive;(4) To distribute an "adulterated" soil additive;(5) To fail to comply with a "stop sale, use or removal" order; or(6) To fail to submit semiannual reports.
