Notwithstanding the provisions of sections 21a-421a and 21a-421b, the commissioner may accept a third-party local and national criminal background check submitted by an applicant for a backer or key employee license or renewal in lieu of a fingerprint-based national criminal history records check. Any such third-party background check shall (1) be conducted by a third-party consumer reporting agency or background screening company that is in compliance with the federal Fair Credit Reporting Act and accredited by the Professional Background Screening Association, and (2) include a multistate and multi-jurisdiction criminal record locator or other similar commercial nation-wide database with validation, and other such background screening as the commissioner may require. The applicant shall request such background check not more than sixty days prior to submission of the application.
