Section 19a-NEW - [Newly enacted section not yet numbered] Report on cash, utility bills, taxes, health insurance premiums
(a) On or before October 31, 2024, and semiannually thereafter, each hospital, as defined in section 12-263p of the general statutes, shall submit a report to the executive director of the Office of Health Strategy that identifies, for each of the two prior calendar quarters, (1) the number of days of cash on hand, or days cash and cash equivalents otherwise available to the hospital, and (2) the dollar amount of (A) invoices that are at least ninety days past due in the reporting period, (B) utility bills that are at least ninety days past due in the reporting period, (C) fees, taxes or assessments owed to public entities that are at least ninety days past due in the reporting period, and (D) unpaid employee health insurance premiums, including unpaid contributions, claims or other obligations supporting employees under a self-funded insurance plan or fully insured plan, that are at least ninety days past due in the reporting period. The executive director shall develop a uniform template, including, but not limited to, definitions of terms used in such template, to be used by hospitals for the purposes of complying with the provisions of this subsection and post such template on the Office of Health Strategy's Internet web site. A hospital may request an extension of time to comply with the requirements of this subsection in a form and manner prescribed by the executive director. The executive director may grant such request for good cause, as determined by the executive director. Such template shall be based on generally accepted accounting principles as prescribed by the Financial Accounting Standards Board.
(b) If a hospital submits a report pursuant to the provisions of subsection (a) of this section reflecting two consecutive quarters of sixty days or less of days of cash on hand, or days cash and cash equivalents otherwise available to the hospital, the executive director may require the hospital to provide the Office of Health Strategy with additional information that the executive director deems relevant to understanding the financial health of the hospital.
(c) If a hospital submits a report pursuant to the provisions of subsection (a) of this section reflecting two consecutive quarters of forty-five days or less of cash on hand, or days cash and cash equivalents otherwise available to the hospital, the Office of Health Strategy shall contact the hospital to offer assistance.
(d) If a hospital has multiple consecutive quarters of one hundred or more days of cash on hand, or days cash and cash equivalents otherwise available to the hospital, the executive director may waive one of the hospital's two semiannual reports required pursuant to the provisions of subsection (a) of this section.
