Section 19a-NEW - [Newly enacted section not yet numbered] Documentation of time required for prior authorization or requests precertification

On and after January 1, 2025, each hospital and outpatient surgical facility, as such terms are defined in section 19a-490bb of the general statutes, and each group practice, as defined in section 19a-486i of the general statutes, may record and maintain data regarding the amount of time spent when an employee of the hospital, outpatient surgical facility or group practice requests prior authorization for or precertification of an admission, service, medication, procedure or extension of stay from a health carrier for a patient of the hospital, outpatient surgical facility or group practice, including, but not limited to, speaking directly with the health carrier, physician peer-to-peer conversations regarding the prior authorization or precertification and writing appeals of a denial of any request for a prior authorization or precertification. Each hospital, outpatient surgical facility and group practice may (1) use preauthorization and precertification codes generated by a hospital association in the state to uniformly record such data, and (2) make such data available to the joint standing committee of the General Assembly having cognizance of matters relating to public health upon the request of the chairpersons and ranking members of such committee.
