Section 42-41-2 - Purpose
(a) It is the purpose of this chapter to clarify the roles of the state executive and legislative branches in budgeting and appropriating federal monies received by the state to:
(1) Assure adherence to state policies and priorities established by statute or executive orders pursuant thereto;
(2) Avoid commitments of present state monies or implied commitments of future state monies to replace withdrawn or diminished federal monies except through established budgetary and appropriation processes; and
(3) Assure that acceptance and use of such federal monies is in the overall best interest of the state.
(b) Furthermore, it is the purpose of this chapter to permit agencies of this state to meet certain administrative requirements for receiving federal grants in aid without delay and without awaiting specific legislation for each grant program.
