Sections 87T to 87JJ, inclusive, shall apply to licensees who are employed by the commonwealth. Nothing in sections 87T to 87JJ, inclusive, shall be deemed to authorize a licensee to engage in massage or any other occupation requiring a license to the extent such services fall outside the scope of the license issued by the board.
