There shall be in the executive department a committee to be known as the Governor's Highway Safety Committee, hereinafter referred to as the committee. The committee shall consist of the registrar of motor vehicles, the attorney general, or his designee, the commissioner of insurance, the commissioner of highways, the secretary of public safety and security or his designee, the commissioner of education, the chairman of the youth service board, the commissioner of conservation and recreation, the commissioner of mental health, and 11 members to be appointed by the governor, one of whom shall be a representative of a Massachusetts safety council accredited by the National Safety Council, two of whom shall be representatives of labor organizations representing persons employed as operators of trucks, buses or automobiles, one of whom shall be a representative of the Massachusetts Police Chiefs' Association, one of whom shall be an officer of the Professional Driver Education Association of Massachusetts, Inc., one of whom shall be a representative of an automobile club, 1 of whom shall be a representative of the Modified Motorcycle Association of Massachusetts, Inc., doing business as Massachusetts Motorcycle Association and one of whom shall be a representative of a recognized bicycle club. The members appointed by the governor shall serve for a term of three years. The members of the committee shall receive no compensation for service on the committee. The committee shall have no power or authority except as specifically provided by law.
