The selectmen, on written application of not less than seven freeholders, inhabitants of such proposed district, setting forth the limits thereof and requiring them to notify a meeting of the voters thereof to consider the expediency of organizing such district and establishing a fire department, shall forthwith give such notice in the manner of notifying town meetings, requiring the voters to assemble at some suitable place within the district for said purpose, the substance of which shall be expressed in the notice. If the selectmen refuse or neglect to give notice of such meeting, a justice of the peace may do so.
