Section 1-185.01 - [Not Funded.] Juneteenth History and Planning Commission established
(a) There is established the District Juneteenth History and Planning Commission ("Commission"), within the Office of the Secretary of the District of Columbia.
(b) The purpose of the Commission shall be to:
(1) Provide educational activities regarding the origin and history of Juneteenth;
(2) Plan activities to celebrate Juneteenth in the District;
(3) Create, design, and distribute materials to educate the public about the history and meaning of Juneteenth in the District and around the country.
(c)
(1) The Commission shall be comprised of 19 voting members, as follows:
(A) The Executive Director of the African American Civil War Museum, or designee, who shall serve as chair of the Commission;
(B) Two academics from 2 different historically black colleges or universities located in the District, nominated by the Mayor and approved by the Council by resolution for a 3-year term;
(C) Three community representatives with expertise in American and District history, nominated by the Mayor and approved by the Council by resolution for a 3-year term;
(D) The Secretary of the District of Columbia, or designee;
(E) The Director of the Office on African American Affairs;
(F) A commissioner from the DC Emancipation Day Commission;
(G) A commissioner from the Commission on Martin Luther King, Jr. Day Holiday;
(H) The Executive Director of the Commission on Arts and Humanities, or designee; and
(I) Eight members, appointed by the Chairman of the Council.
(2) The members appointed pursuant to paragraph (1)(C) and (I) of this subsection shall be District residents with demonstrated interest or expertise in African-American history and culture, the history and culture of the District, or American history.
(3) The members appointed pursuant to paragraph (1)(B), (C), and (I) of this subsection shall be appointed for a term of 3 years,
(4) The following, or their designees, shall serve as non-voting members of the Commission:
(A) The Chairperson of the Committee with oversight of the Office of the Secretary of the District of Columbia, or designee;
(B) The Deputy Mayor for Planning and Economic Development, or designee;
(C) The Director of the Department of Parks and Recreation, or designee;
(D) The Director of the Department of Aging and Community Living, or designee;
(E) The Executive Director of the District of Columbia Public Library, or designee; and
(F) The State Superintendent of Education, or designee;
(5) Any vacancies that occur before the expiration of a member's full term shall be filled in the same manner as the original appointment,
(d) The Mayor shall provide the Commission with an annual operating budget sufficient to:
(1) Hire an executive director, whose job responsibilities shall be set out by the members of the Commission;
(2) Maintain a website, where the Commission shall provide a public listing of its members, meeting notices, meeting minutes, and any other information the Commission chooses to provide;
(3) Plan and execute activities to celebrate Juneteenth; and
(4) Plan and create materials to educate the public about the history and meaning of Juneteenth in the District and around the country.
