Subject to the provisions of section one hundred nineteen-o of the general municipal law, social services districts may enter into agreements for the performance among themselves or of one for another of any of their respective functions, powers and duties on a cooperative or contract basis or for the provision of a joint service; provided, however, that no such agreement shall result in any relocation of offices which would unreasonably diminish access to necessary services or unreasonably increase unreimbursed travel for applicants for or recipients of public assistance or services.
