In furtherance of the policy set forth in subdivision two of section 3-101 of this chapter, the legislature hereby directs that state lighting efficiency standards for existing buildings be promulgated to protect the health, safety, security and welfare of the people of the state, to conserve energy by ways including eliminating wasteful artificial night lighting and to reduce public expenditure for energy; and that such standards ensure that economically reasonable energy conservation techniques be used in the lighting of all such buildings in the state. It is a further purpose of this article to encourage, assist and promote compliance with such standards by the owners and lessors of such buildings.
