No provision of this act shall be construed or interpreted as expressing a limitation directly or indirectly of the power of the governor or of the military forces of the state to effectuate any or all of the purposes of this act or to execute the powers and duties otherwise vested in either of them. To the extent necessary for the implementation or coordination of any such powers or duties, the governor may execute or require or provide for the execution of any of the powers, granted by this act to any agency or officer, in such manner as he deems necessary or proper.
