Notwithstanding any inconsistent provision of law, with the approval of the director of the budget and the commission, the state commissioner of general services, on behalf of the commission or of a political subdivision, may contract to purchase resources, materials and facilities for civil defense through any federal agency authorized to so purchase on their behalf; provided, that no purchase may be made on behalf of a political subdivision, pursuant to the authority here granted, unless such political subdivision accepts sole responsibility for any liability arising pursuant to such contract, and for the payment of all moneys due or which may become payable pursuant thereto. For the purpose of this section, each political subdivision is hereby empowered, notwithstanding any inconsistent provision of law, to purchase resources, materials and facilities for civil defense pursuant to this section.
