In those counties wherein the state owns a park, forest preserve, reforested area, hatchery, nursery, game refuge, or wherein the state has established and controls fire prevention apparatus and structures, public hunting, trapping and fishing grounds, marine fisheries, or other lawful objects established and controlled by the state in furtherance of the preservation of the natural resources and wild life of the state, the board of supervisors shall have power to appropriate not exceeding one thousand dollars in any one year for the purpose of aiding the state in the enforcement of the provisions of the environmental conservation law. Such appropriation shall be expended by the county pursuant to a contract made with the department of environmental conservation in the manner provided in section two hundred twenty-five of this chapter or paid to the state and expended by the department of environmental conservation pursuant to the provisions of the environmental conservation law. The county of Erie may appropriate not exceeding four thousand dollars for this purpose. Nothing herein shall be deemed to allow the payment of extra compensation to any officer in the performance of official duties for which a compensation is otherwise provided by law. Nothing herein shall be deemed to modify or impair the power of a county to enforce the provisions of the environmental conservation law or its own ordinances, rules and regulations upon grounds or structures owned and controlled by the county.
