Whenever by reason of any correctional facility, or any building contiguous to such facility, being on fire, there shall be reason to apprehend that the incarcerated individuals may be injured or endangered by such fire, or may escape, it shall be the duty of the superintendent of such facility to remove such incarcerated individuals to some safe and convenient place, and there confine them until the necessity of such removal shall have ceased.
