The commissioner may require persons who sell or distribute, other than exclusively at retail, dry milk powder originating from any area outside the continental United States including Alaska and Hawaii to keep the following records:
1. A record of all dry milk powder received, detailed as to location, and as to names and addresses of suppliers.2. A record of all dry milk powder sold classified as to location and market outlet and size and style of container, with prices and amounts received therefor.3. A record of quantities and prices of dry milk powder sold.4. Such other records and information as the commissioner may deem necessary for the proper enforcement of this article.N.Y.
