Section 214-L - Sale of talc coated rice prohibited1. As used in this section, the following terms shall have the following meanings: a. "Talc coated rice" shall mean milled rice which is coated in whole or in part, with glucose and talc.b. "Talc" shall mean the color additive which is a finely powdered, inactive, hydrous magnesium silicate sometimes containing a small proportion of aluminum silicate.2. No person shall sell, offer to sell, or expose for sale any rice which has been coated or treated in any manner with talc.3. A violation of this section shall be punishable by a civil fine not to exceed one thousand dollars on the first offense and ten thousand dollars on any subsequent offense.4. It shall be an affirmative defense to a violation of this section that the person did not know and could not reasonably have known that the rice contained talc.N.Y. Agric. and Mkts.Law § 214-L
