Section 9-1A-18 - License is revocable privilege; property right not created(a) Because the public has a vital interest in video lottery and table game operations and has established a limited exception to the policy of the State concerning gambling for private gain, participation in video lottery and table game operations by a licensee under this subtitle shall be deemed a revocable privilege conditioned on the proper and continued qualification of the licensee and on the discharge of the affirmative responsibility of each licensee to provide to the regulatory and investigatory authorities under this subtitle or any other provision of law, any assistance and information necessary to assure that the policies declared by this subtitle are achieved.(b) Consistent with the policy described in subsection (a) of this section, it is the intent of this section to:(1) preclude: (i) the creation of any property right in any license required under this subtitle;(ii) the accrual of any monetary value to the privilege of participation in video lottery operations; and(iii) the transfer of any license issued under this subtitle; and(2) require that participation in video lottery operations be conditioned solely on the continuing individual qualifications of the person who seeks the privilege.Approved by the voters in the 2012 November General Election of the referendum regarding commercial gaming, as set out in 2012, 2nd Sess., ch. 1, § 6.
