Section 9-102 - Findings; statement of purpose(a) The General Assembly finds that it is desirable for the State to have a program of purchased insurance and self-insurance against loss, damage, and liability that the State may incur.(b) The General Assembly intends that the State:(1) insure against loss, damage, and liability as fully as permitted by law or agreement; and(2) have a program for central administration of purchased insurance and self-insurance.
