Section 3-103 - Development regulations element(a) The development regulations element shall include the planning commission's recommendation for land development regulations to implement the plan.(b) The development regulations element shall encourage:(1) the use of flexible development regulations to promote innovative and cost-saving site design and protect the environment; and(2) within the areas designated for growth in the plan:(i) economic development through the use of innovative techniques; and(ii) streamlined review of applications for development, including permit review and subdivision plat review.
