Section 4-403 - Duties of Department of Human Services(a) The Department of Human Services shall continue to develop and maintain a program to carry out the purposes of this subtitle in each local department.(b) In implementing the program, the Department of Human Services shall:(1) adopt, by regulation, guidelines for implementing the program in each local department;(2) continuously monitor and evaluate the effectiveness of the program; and(3) to the extent possible, coordinate for families with children the delivery of child care, health, educational, mental health, employment, housing, and crisis services provided by public and private agencies.
