If a licensee under this chapter makes a written request for a hearing within thirty days of suspension, revocation, or refusal to renew a license, a hearing before the department shall be expeditiously arranged by the department of inspections, appeals, and licensing whose decision is subject to review by the department. The department shall issue a written statement of the department's findings within thirty days after conclusion of the hearing upholding or reversing the proposed suspension, revocation, or refusal to renew a license. A copy of the department's decision shall be promptly transmitted to the affected licensee who may, if aggrieved by the decision, seek judicial review of the actions of the department in accordance with the terms of chapter 17A.
